Un taux de couverture au plus bas occult\u00e9 par un changement de d\u00e9finition"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">par Mathieu Gr\u00e9goire et Claire Viv\u00e9s<\/h3>\n\n\n\n<h6 class=\"wp-block-heading\">Les notes de l\u2019IES \u2013&nbsp; n\u00b042 \u2013 mars 2018<\/h6>\n\n\n\n<p>L\u2019analyse in\u00e9dite de l\u2019\u00e9volution du taux de couverture de l\u2019indemnisation ch\u00f4mage de 1985 \u00e0 nos jours men\u00e9e dans cette Note montre que la part des ch\u00f4meurs qui b\u00e9n\u00e9ficient d\u2019une indemnisation est aujourd\u2019hui \u00e0 son point le plus bas. Loin de rendre compte de cette situation sans pr\u00e9c\u00e9dent, les statistiques officielles ont r\u00e9cemment opt\u00e9 pour l\u2019affichage d\u2019une nouvelle d\u00e9finition du \u00ab taux de couverture \u00bb qui certes prend en compte, comme auparavant, les ch\u00f4meurs indemnis\u00e9s, mais aussi les \u00ab indemnisables \u00bb qui ne per\u00e7oivent aucune indemnit\u00e9. Mathieu Gr\u00e9goire et Claire Viv\u00e9s montrent qu\u2019en mettant la focale sur ce nouvel indicateur, qui augmente l\u00e9g\u00e8rement depuis 2014, on passe sous silence l\u2019augmentation massive sur la m\u00eame p\u00e9riode de la part des ch\u00f4meurs non-indemnis\u00e9s.
