La concurrence entre assureurs serait \u00ab&nbsp;organis\u00e9e&nbsp;\u00bb car fortement r\u00e9gul\u00e9e par l\u2019\u00c9tat. Dans ce mod\u00e8le, celui-ci doit en effet&nbsp;: d\u00e9finir les soins couverts et les niveaux de remboursement&nbsp;; obliger tout le monde \u00e0 s\u2019assurer et obliger les assureurs \u00e0 accepter d\u2019assurer tout le monde&nbsp;; et enfin, g\u00e9rer un syst\u00e8me de compensation pour les assureurs couvrant une forte proportion d\u2019assur\u00e9s \u00e0 risque.<\/p>\n\n\n\n<p>Ainsi, les assureurs devraient r\u00e9agir en concluant des conventions avec les fournisseurs de soins afin d\u2019en r\u00e9duire le prix et, partant, le prix de l\u2019assurance. S\u2019appuyant sur l\u2019exemple des Pays-Bas, Pascale Turquet montre qu\u2019il n\u2019en est rien. Non seulement le nouveau syst\u00e8me ne prot\u00e8ge pas les assur\u00e9s \u00e0 faible revenu du co\u00fbt excessif de l\u2019assurance, mais les assureurs ne contr\u00f4lent pas le co\u00fbt des soins.
